This 2017 edition with the theme "Human rights in the city" will focus on the consequences of the development of the cities on human rights. It will be held in Paris from July 2 to 10, 2017.

A video contest is organized in order to select one participant (level B1 in French) who will be able to join the LabCitoyen program in Paris, all expenses paid by the Institut Français and the Embassy of France to the Philippines.

To participate in the contest, candidates have to realize a video documentary of about 5 minutes on the theme: «human rights in the city". It means that videos submitted will have to show the impact of the city on human rights in the Philippines. The video documentary may deal with the following sub-themes:

- joining the city (urban migration)
- living and sharing the city (precarious housing environment, urban segregation and inclusion)
- participating in the city (local and participative democracy, live together)

This video will necessarily have to integrate an oral comment of the participant in French language. It can also contain some music. The video will have to be published on YouTube and a description drafted in French will have to accompany it in the comments. Every video has to be an original production.

To register, the candidates have to send the completed registration form and the link YouTube of the video before March 5th, 2017 by e-mail to Maëlle CAMMAS of the Cultural Service of the Embassy of France to the Philippines: maelle.cammas@diplomatie.gouv.fr.
