Present during the inauguration were French Ambassador Thierry Mathou, Senator Juan Miguel Zubiri, Negros Occidental Governor Alfredo Marañon, Jr., Philippine Red Cross Chairman Richard Gordon, Cadiz Mayor Patrick Escalante, Helios Solar Energy Corporation Chairman Gregorio Araneta, and Bouygues-VSL owner Philippe Gauthier.
